Open Innovation for Blue Leisure & Tourism

TagusInnov is an open innovation from the Port of Lisbon ignited by Portugal Blue Digital Hub to drive maritime innovation in Leisure & Tourism. Its goal is to address real-world innovation challenges through pilot projects and collaborations.

Work with a major player in the Portuguese market to shape the sector’s future through four different challenges in Leisure & Tourism in marinas.

Challenges

1. Waste Management & Pollution

Looking for answers in waste recycling, implementing real-time pollution monitoring, enhancing barrier systems at marinas, educating boaters, and designing efficient marina infrastructure to promote zero-waste nautical activities and minimize environmental impact. These efforts aim to create a more sustainable and eco-friendly boating environment by reducing the amount of waste generated and ensuring proper disposal.

Additionally, fostering a community of environmentally conscious boaters through educational programs can significantly contribute to the preservation of marine ecosystems.

2. Safety & Security Management

By integrating both safety and security dimensions into our management practices, we aim to create a comprehensive framework that prevents accidents and injuries while protecting against intentional threats. This holistic approach ensures a robust environment, safeguarding all operational aspects and promoting organizational resilience and stakeholder confidence. The safety dimension focuses on designing and maintaining actions, equipment, infrastructure, and services to prevent harm through proactive risk mitigation. The security dimension aims to protect physical assets, infrastructure, and people from threats like theft, vandalism, or terrorism, ensuring the integrity and confidentiality of critical resources and the safety of employees, customers, and visitors.

3. Communication for Nautical Tourism

This challenge aims to find solutions that allow easy access to maritime regulations through user-friendly interfaces, help create feedback mechanisms that enable tourists and operators to provide input on bureaucratic processes for continuous improvement, and reduce bureaucratic delays to enhance customer experiences in nautical services. By incorporating advanced digital tools, these solutions can streamline communication and ensure that all stakeholders are well-informed. Furthermore, fostering collaboration between regulatory bodies and maritime service providers can lead to more efficient and responsive regulatory frameworks.

4. Simplified Bureaucracy

This challenge aims to design flexible and secure partition systems, implement multi-layered security solutions, use technologies to build physical barriers to enhance the aesthetic and biodiversity of waterfront areas, and create smart access systems that adjust permissions based on real-time threat assessments and individual access histories. By leveraging advanced technologies, these systems can respond dynamically to changing security landscapes, ensuring robust protection at all times. Additionally, integrating environmental sustainability into the design will promote a harmonious coexistence between human activity and natural ecosystems.

Challenge Owner

The Port of Lisbon, strategically positioned as a gateway to the Iberian market and the largest national consumption center, plays a crucial role in international trade logistics and major cruise lines. Operating 24/7 with 15 terminals for various cargo types and one dedicated to cruise passengers, it is a multifunctional hub.

Its four recreational docks—Alcântara, Santo Amaro, Belém, and Bom Sucesso—comprise the Marina of Lisbon, a key tourist attraction.
With integrated management, Marina de Lisboa emphasizes nautical activities, highlighting its importance for future development and tourism.

Fórum Oceano is the managing entity of the Portuguese Sea Cluster, certified and recognized by the Ministry of Economy and the Sea, the Ministry of National Defense, and the Ministry of Planning and Infrastructure, counting with more than 150 associates from a diverse range of sectors.
