The Portugal Blue Digital Hub, led by Forum Oceano, aims to establish a strategic, competitive, and sustainable digital blue industry in Portugal. Its goal is to accelerate the digital and green transformation of SMEs and public sector organizations in the Blue Economy, contributing to the EU’s climate goals and digital sovereignty.
The Hub focuses on fostering innovation through collaboration with academic institutions, industry experts, and governmental bodies. Additionally, it seeks to enhance the global competitiveness of Portuguese enterprises by integrating cutting-edge technologies and promoting sustainable practices across the maritime sector.
Orchestrator
Beta-i is a collaborative innovation consultancy with a global reach.
A team of experts in managing corporate open innovation, pilot-oriented projects with highly-curated startups, and designing products and services alongside in-company teams. They work across various industries, leveraging their extensive network to drive impactful solutions and foster innovation ecosystems.
Additionally, Beta-i provides strategic guidance and mentorship to startups, helping them scale and succeed in competitive markets. Their approach ensures that both corporations and startups benefit from synergies, leading to groundbreaking advancements and sustainable growth.
Enabler
Fórum Oceano is the managing entity of the Portuguese Sea Cluster, certified and recognized by the Ministry of Economy and the Sea, the Ministry of National Defense, and the Ministry of Planning and Infrastructure, counting with more than 150 associates from a diverse range of sectors.
The cluster aims to promote the sustainable development of the maritime economy by fostering collaboration and innovation among its members. It also plays a crucial role in advocating for policies that support the growth and sustainability of the maritime industry. Through various initiatives, Fórum Oceano seeks to enhance the global competitiveness of Portugal’s maritime sector and contribute to the nation’s economic prosperity.
Regional Enabler
Located on Faial Island (Azores), EMA aims to pursue significant learning based on the exchange of teaching-learning processes that add value to the Maritime Cluster, anchored in the development of good pedagogical and awareness-raising practices. Developing collaborative action dynamics with strategic alliances between local, regional, national and supranational multilevel stakeholders, in traditional, emerging and complementary activities – shipbuilding and repair, recreational boating, fishing and aquaculture, ports and logistics, fish processing and transformation, marine and aerial robotics, communications and management of the technology experimentation zone of the Azores accompanied by the promotion of ocean literacy, with a view to developing the training and qualification of professional agents and communities of learners.
Regional Enabler
Located in São Miguel Island (Azores), Nonagon‘s objective is to establish itself as a structuring organization in the technological development and training of qualified human capital in the field of information and communications systems, and in the monitoring and observation of land, space and sea. It also aims to establish itself as a catalyst for synergies in the technology transfer processes of the Azores innovation ecosystem.
Regional Enabler
Since 1997, and currently supervised by the Regional Secretariat for the Economy, Tourism and Culture, Startup Madeira acted as a facilitator and point of contact for the regional entrepreneurial ecosystem, supporting the creation and development of entrepreneurial projects with innovative potential. The main goal is to incubate companies, carry out ideation and acceleration programs and provide ongoing support to regional entrepreneurs. In addition to supporting local companies and entrepreneurs, in recent years Startup Madeira has been investing in the development of international projects in the areas of the Blue Economy and Tourism, having developed a project in 2021 to boost Madeira as a destination for digital nomads.

Located on Terceira Island (Azores), TERINOV – Science and Technology Park is at the forefront of technology-based entrepreneurship in the Azores. It supports entrepreneurs and researchers in developing new ideas and transforming innovative projects into business realities. TERINOV strategic areas include Agribusiness, Cultural and Creative Industries (CCIs), Green Economy, and Information and Communication Technologies (ICTs). Some of the most innovative work is taking place in our scientific ecosystem, right in the heart of the Atlantic Ocean, striving to go beyond the perceived limitations of being located in an outermost region. In their scientific ecosystem, the main vision is to share a culture of innovation and entrepreneurship, which plays a pivotal role in compensating for the constraints arising from geographical remoteness.
